Kanbei Kuroda served the warlord Toyotomi Hideyoshi as an adviser and demonstrated his abilities in making strategic plans and in negotiating with feudal lords. Hideyoshi said of Kanbei "If I gave him one million koku (a unit that measures financial power), he would reign over the country right away." Although he was a gifted strategist and had been showing an outstanding performance in his career, he gave up all of his domain and retired to protect the Kuroda family because he knew that the warlord Tokugawa Ieyasu had a doubt about his loyalty.
